This course takes learners through the full MOC lifecycle β identifying change triggers, scoping impacts, performing HIRA/JSA risk assessments, defining controls, obtaining cross-functional approvals, and integrating with existing systems such as PTW, SOPs and isolation/LOTO. Using cases from construction, manufacturing, facilities and oil & gas, participants build complete "change packs" with risk matrices, action registers and communication plans.
They then execute Pre-Startup Safety Reviews (PSSR) and field verifications to ensure controls work in practice, distinguish permanent versus temporary changes, manage contractor and multi-site interfaces with clear RACI roles, and set KPIs mapped to ISO 45001 and client audits.
