Fortunately, no students were present at the time of the incident. However, the incident triggered protests by students and villagers over the condition of the school premises. Protesters also claimed that two school buildings had already been declared unsafe but were yet to be demolished.

The school reportedly has 174 students but only three classrooms available, while concerns have also been raised about water leaking through classroom roofs during the monsoon.

The immediate concern is that of the condition of the school, but the incident also raises a more general question about:

What are some ways in which education institutions can detect and prevent safety issues that could occur in a building before they become an incident?

Why School Building Safety Requires Proactive Attention

Large groups of children, teachers, support staff and visitors use school buildings on a daily basis. A non-conformity can seemingly be inconsequential to one casual check but can develop into a major problem if it goes undetected and uncorrected.

Structural concerns, water leakage, roofing problems, concrete deterioration, electrical problems, lack of emergency exits and poor maintenance can all pose dangers.

The problem is that many of the hazards may not be obvious to people who use the building on a daily basis.

This is where a structured construction safety audit can play an important role.

What Is a Construction Safety Audit?

Construction safety audit is a systematic evaluation used to identify safety hazards, deficiencies and areas of non-compliance, through examination of construction projects, buildings and infrastructure,.

The audit process can be useful for educational institutions to determine if the physical setting is properly maintained and controls are in place to assure safety for students, staff and visitors.

Depending on the scope, an assessment may examine areas such as:

Building and structural conditions

Roofs, ceilings and other building components

Staircases, corridors and access routes

Electrical installations and associated hazards

Fire prevention and protection systems

Emergency exits and evacuation arrangements

Construction and maintenance activities

Housekeeping and access conditions

Hazard identification and risk controls

Safety signage and emergency preparedness

The objective is not simply to identify what is wrong. A meaningful audit should help an organisation understand the risks, prioritise corrective actions and improve overall safety performance.

From Reactive Response to Preventive Safety

A big takeaway from incidents relating to the breakdown of infrastructure is that we need to shift from a reactive approach towards a proactive approach.

Waiting for a roof slab, ceiling component or structural element to fail before taking action can expose people to unnecessary risk.

A proactive safety programme instead asks:

What could fail?

Who could be affected?

What controls are already in place?

What needs to be repaired, replaced, restricted or monitored?

Regular inspections and appropriately scoped safety audits can help identify warning signs before they develop into more serious problems.

This is particularly important for schools operating from older buildings or facilities exposed to challenging environmental conditions, including heavy rainfall, humidity or prolonged water seepage.

A Safety Audit Is Not a Substitute for Structural Engineering

It is also important to understand the scope of a construction safety audit.

A safety audit can identify visible deficiencies, unsafe conditions, gaps in controls and areas requiring further technical assessment. However, where there are concerns about structural integrity, a competent structural engineer or other appropriately qualified professional should carry out the necessary structural evaluation.

For example, significant cracks, roof deterioration, suspected structural damage or other signs of instability should not simply be recorded as an audit observation. They may require immediate restrictions on access and detailed engineering assessment.

The audit and engineering assessment can therefore work together as part of a broader building safety management approach.

What Educational Institutions Can Do

Schools, colleges and educational organisations can strengthen building safety by adopting a structured preventive approach.

1. Conduct Regular Inspections

Buildings should not be assessed only after visible deterioration or an incident. Regular inspections can help identify emerging problems.

2. Document Deficiencies

Identified issues should be documented clearly, including their location, severity, photographs where appropriate and recommended action.

3. Prioritise High-Risk Findings

Not every finding carries the same level of risk. Issues that could result in injury or structural failure should receive immediate attention.

4. Track Corrective Actions

Identifying a problem is only the first step. Schools should monitor whether corrective measures have actually been completed.

5. Restrict Access Where Necessary

If an area or building is considered unsafe, access should be controlled until appropriate assessment and corrective action have been completed.

6. Review Safety After Construction or Renovation

Construction, renovation and maintenance work can introduce additional hazards. Appropriate safety controls should be reviewed before and during such activities.

Building Safety Is Part of Student Safety

School safety is often discussed in terms of fire drills, emergency preparedness, first aid and student supervision. These are essential, but the physical condition of the building itself is equally important.

Students should be able to enter classrooms, walk through corridors, use staircases and participate in school activities without being exposed to preventable infrastructure-related hazards.

The Alwar incident is a reminder that building safety cannot be treated as a one-time responsibility. It requires inspection, assessment, maintenance, corrective action and continuous monitoring.

A safe learning environment begins with identifying risks before they become emergencies.

Strengthening Construction Safety Through Professional Audits

Organisations responsible for schools and educational facilities can consider professional construction safety audits as part of their broader safety management strategy.

A systematic audit can provide an independent perspective on potential hazards and help organisations establish priorities for improvement.

At NIST Global, construction safety audits are designed to help organisations identify safety gaps, assess risks and strengthen safety controls across construction and infrastructure-related environments.

Learn more about NIST Global’s Construction Safety Audit services.

Key Takeaway

The absence of injuries during a building-related incident does not necessarily mean that the underlying risk was acceptable.

A near miss involving infrastructure can be an opportunity to identify weaknesses before the next incident occurs.

For schools and educational institutions, proactive construction safety assessments can be an important step towards protecting students, teachers and everyone who uses the facility.

Safe buildings are not an added feature of education. They are a fundamental part of a safe learning environment.

A recent incident at a government higher secondary school in Jodhwas, Alwar,
